After leading with the Kenneth Arnold story and showing how teletype machines across the country raged about Arnold and a succession of new saucer reports, the movie delves briefly into public reactions, both sober and comedic. However, the initial script calls for the camera to linger upon specific witnesses and events. For instance, though we see about one second of a man in a hard hat, apparently a saucer witness, his role would have been expanded per Martin's intentions. The scene called for an upward camera shot of a power pole carrying high-voltage wires, showing a HIGH VOLTAGE sign on a cross-arm. Two linemen, suspended by safety belts and anchored via climbing spurs on their work shoes, wear heavy rubber gloves as they work on a wire adjacent to an insulator. "One of them pushes his hat up and wipes perspiration from his brow -- starts to pull his hat down again -- when his attention is suddenly frozen by something up and out of scene," the script states.
As this prolonged scene continues, the lineman follows the audience-unseen object with his eyes, then alerts his fellow worker who sees the object. "They exchange a brief, apprehensive glance, then look off again. Their heads move in unison as they watch the object, which is OUT OF SCENE."
Then attention is diverted to a ship at sea, where the first mate scans the sky with binoculars and is startled to encounter "an object sweeping in, up and over the ship." An accompanying signal man on the deck sees the odd binocular movements, looks up and "suddenly stiffens, and his eyes move in unison with the arc of the binoculars."
Arguably, producer Clarence Greene might have been better off leaving such scenes in, rather than whittling the early aura of mystery aspect down to quick shots of folks looking up in the sky. Indeed, writer Martin wasn't finished after the ship at sea event. He next paints the chaos on two busy city streets somewhere in America. As "pedestrians scramble for something," two cars crash into one another, the drivers jump out and, ignoring the damage to their vehicles, "start scrambling." Some members of the city crowd stare skyward, shielding their eyes from the sun as they watch something strange. Simultaneously, a man in the crowd is holding an "aluminum-like" paper saucer with the words, "EAT AT JOE'S -- THIRD AND PINE STREET."
The movie glossed over the majority of bedlam intended for these early scenes.
While traffic is blocked in one area of a city, two teenage boys hiding on a rooftop mischievously insert pinwheel fireworks into a half dozen old chrome auto hub caps, then light and hurl a spinning hub cap toward the street below. This unrealized scripted segment then concludes with two young men staging a fake UFO photo using garbage can lids on invisible threads and a Leica camera. At this point, the intended narration would have been: "The situation at this time was in a sort of half world -- an "Alice in Wonderland" aura overlaid hundreds of reports." Huh? Wow.
The script, like the movie, then slips into the Mantell incident, focusing too long on the case of a pilot who died while chasing a UFO-balloon-UFO-balloon-etc., etc., and the debate rages on even today about the object's true identity, though the movie, unaware at the time that other possibilities would come to light in future years, postulated that a true UFO was responsible. One interesting variation between the script and movie is that the script used several last names for the military personnel involved, but the final cut refers to most by only their positions or rank. Maybe Greene found the names unnecessary or too confusing to add to the eventful Mantell mix. At any rate, while filmed dialogue varies frequently from the script, the content remains essentially the same -- that is, until the wreckage of Mantell's plane is found. (To be continued...)

One of the documents I found in going through my files at Ufology Research was the Outer Space Treaty. Not well known, the treaty was drafted by a subcommittee of the United Nations and ratified in 1967, and signed by the USA, Soviet Union and United Kingdom. In other words, it's a document of international law.
Buried in dozens of pages of gobbledygook is the following note, found in Part One, Section E, Article 5, Point 3:
In carrying out activities under this Agreement, States Parties shall promptly inform the Secretary-General, as well as the public and the international scientific community, of any phenomena they discover in outer space, including the Moon, which could endanger human life or health, as well as of any indication of organic life.
In other words, if anyone finds or contacts aliens (and presumably UFOs of they are spacecraft), the first person to be notified is currently Ban Ki-moon, Secretary-General of the United Nations. Then, the public should be notified, and then the scientific community.
So, the one person who should be informed of any alien contact is Ban Ki-moon. He's the go-to guy.
I don't recall him commenting about evidence for aliens in any of his recent speeches, however.
The good news is that the public is supposed to be informed too.

M. Night Shyamalan's upcoming sci-fi survival movie AFTER EARTH" features an elaborate back-story unhinted at in its trailers involving multiple extraterrestrial species.
"IO9.COM" reports that "AFTER EARTH"'s recently-released companion book "United Rangers Corps Survival Manual "reveals an intricate fictional historical narrative leading up to the events of the film.
"Turns out, there are aliens in this movie," writes "IO9"'s Meredith Woerner, "lots of them. Different species, in fact, which sound infinitely more interesting than a boy with a spear in the woods."
Woerner then lays out the approximately 1000 years of events that constitute the movie's back-story:
"1908" - An alien ship crash lands in Russia. All collective world governments then keep this discovery a secret basically FOREVER. (But they let smarties like Nikola Tesla and Albert Einstein play with the remains)."
"2012" - NASA announces that they've invented WARP ENGINES. By secretly tapping into the alien spaceship's knowledge of the universe's "dark energy." Tah Dah!"
"2071 - 2072" - Earth is all GTFO, humans. No one can live here anymore, because it's poison for us, so 750,000 survivors leave on ARKS (one is named the Asimov). The Arks were created thanks to additional information pulled (over the years) from the downed spacecraft."

Here, then, we have yet another blockbuster movie borrowing liberally from modern UFO-conspiracy lore, central to which are ideas relating to UFO crash retrievals and top secret efforts to reverse-engineer alien technologies. Although the Roswell Incident of 1947 is most commonly associated with such ideas, Shyamalan has here chosen to reach further back into UFO history - specifically, to the "TUNGUSKA EVENT" of 1908, which involved a massively powerful and mysterious explosion in what is now Krasnoyarsk Krai in Russia. Officialdom attributes the explosion to a large meteoroid or comet fragment, but UFO researchers have long theorized that an alien craft may have been involved. Clearly this theory holds great appeal for Shyamalan, whose big-budget movie will now push the Tunguska event further into popular culture, albeit in a fantastical context.

In previous ShukerNature blog posts (click HERE and HERE), I have examined the remarkable theory put forward independently by several ufologists down through the decades that at least some UFOs may actually be undiscovered flying organisms - sky beasts. That is, highly specialised life forms adapted for an exclusively aerial existence amid the atmosphere encircling our planet, and thereby occupying a fundamental ecological niche that would otherwise be inexplicably ignored by the normally highly-productive nature of evolutionary radiation. And in those posts of mine, I have presented various reports that may relate to such organisms.
On 14 January 2013, I received another such report, which was sent to me by veteran American UFO investigator and eyewitness Ben Garfield after he had read my previous above-noted posts. Moreover, Ben has very kindly granted me permission to document it in ShukerNature, so here it is:
"I've been researching ufos for nearly 40 years now since my first sighting back in 74...What I saw on May 3rd 2010 [at McHenry, Illinois] has me convinced there are living things that fly in our skies that we are not being told about....I've read thousands of reports and found many that were very similar to what I saw...Some of these date back to the wave of 1947...While I was sitting in the shade waiting to do my afternoon chores...I live on a hobby farm...I was looking at clouds forming towards the west....A small reflection caught my eye...This was in the upper section of the cloud which was at 8500 feet + or -....I focused on that point of light and saw several objects that were diving in and out of a cloud...They would dive out in a slight arc then a reflection of the sun was made...As soon as the reflection occurred they would zig zag or stairstep climb back in...I don't know how many for sure there were but at least three or four...At first I thought they were giant birds but later ruled that out because birds don't fly vertical that high and that fast......I would like a response because you seem like someone that will listen to what I have to say.....From all of the reports that I have read I am starting to see a pattern to their behavior....These objects were forming a semi circle going counter clockwise.....They reacted to the sun's reflection....These were not birds nor airplanes."

After I emailed Ben concerning it, I received a further response from him on 21 January 2013, which included the following additional information relevant to his sighting:
"What I have found in many similar reports is they do this circling manoeuver to signal others from afar to join in...shortly after, all depart at high speed... Paul Hill, Scientist and author of Unconventional Flying Objects....Read section II Performance...A must read, Takes five minutes....But he thinks they're scout ships.....I think different."
Paul Hill was a well-respected NASA scientist when he experienced a UFO sighting during the early 1950s. This prompted him to undertake three decades of research into their physical properties, propulsion, dynamics, etc, by the end of which he confirmed that despite many claims to the contrary, they did not defy the laws of physics as we currently know them, but acted entirely within their known boundaries. As Ben, notes, however, Hill believed UFOs to be the product of technology rather than nature (for a useful online synopsis of Hill's UFO-related work and beliefs, click HERE). So where does that leave Ben's sighting?
I am not a ufologist, and naturally I am aware that there are a number of unusual and/rare meteorological and astronomical phenomena that can create aerial light flashes, examples of which are documented in the relevant volumes within William Corliss's excellent and highly prolific 'Sourcebook Project' series. However, as a zoologist I am certainly intrigued by the ostensibly animate, active nature of movement exhibited by the objects observed by Ben.
Has anyone else sighted objects similar to these? If so, I'd be interested to receive details here, or any pertinent thoughts as to their possible nature or identity.

Since 2003 we have provided FT readers with an eclectic round-up of news and gossip from the bizarre world of UFOLOGY. During that time we have penned a total of 92 regular columns and spawned a number of special features such as '"BRITAIN'S X-FILES"' which has so far run to 20 instalments.

But our personal highlights include the discovery of the British government's secret CONDIGN REPORT in 2006 as a result of our Freedom of Information campaign and the release of the MoD's entire UFO archive. It's been a long, strange trip.
During the noughties fads and fashions from ALIEN ABDUCTIONS to EXOPOLITICS came and went. And we watched with amusement as attempts were made to breathe life back into UFO legends such as RENDLESHAM, BERWYN and the great grand-daddy of them all, ROSWELL.
Along the way we noted the passing of some of UFOlogy's key movers and shakers such as JOHN MACK, GRAHAM BIRDSALL and GORDON CREIGHTON.
And as UFO communities decamped to the web, the UFO magazines that once acted as the subject's talking shops have faded away, replaced by badly researched web sites and the often inane information-lite chatter on Facebook.
In the UK the last significant flap, in 2007-8, was created by the media obsession with UFOs that followed the release of the MoD files by THE NATIONAL ARCHIVES. And that fire was fanned by one tabloid's determination to turn the new craze for liberating 'SKY LANTERNS' into alien invasion fleets that menaced our towns and windfarms.
But the lack of good quality recent reports has obliged leaders of the UFO industry to delve deeper into the subject's back catalogue in search of that elusive 'evidence' for extraterrestrial visitations.
Perhaps MAGONIA'S indefatigable JOHN RIMMER was right when he said that UFOlogy had "deteriorated into an endless scrutiny of issues that that were once considered settled."
